The Inspector’s Report was received on 8 September 2020 and found that the Suffolk Coastal Local Plan satisfies the requirements of Section 20(5) of the Planning and Compulsory Purchase Act 2004 (as amended) and is sound, subject to a number of ‘Main Modifications’ being incorporated into the plan.
The Council would normally make hard copies of the Inspector’s Report available to view in libraries and in the Council’s offices for those who are unable to view the report online, however as this is not possible to do this at this time due to social distancing measures related to Covid-19 the Council has put alternative arrangements in place. Should you not be able to view the Inspector’s Report online, please contact us on 01394 444557 or email planningpolicy@eastsuffolk.gov.uk and we will, where possible, provide hard copies (free of charge) by post. This arrangement will be kept under review. Please note if contacting us on the number above, we are currently operating under a voicemail service. Please leave a message including your contact details and your call will be returned as soon as possible.
Following the receipt of the Inspector’s Report, the next step will be for Cabinet to consider the Suffolk Coastal Local Plan, as modified, at its meeting on 17 September before it is considered for adoption by Full Council on 23 September.

Main Modifications Consultation
Please note that the Council consultation closed at 5pm on Friday 10th July. A small number of comments have been received after this time which will be accepted given the exceptional circumstances due to the Covid-19 situation. However, no more will be accepted. Respondents who have expressed that they feel disadvantaged in the consultation due to the Covid-19 situation are being contacted by the Council. I would like to draw to your attention the new government Plan making Regulations - https://www.legislation.gov.uk/uksi/2020/731/contents/made and accompanying new guidance in the Planning Practice Guidance - https://www.gov.uk/guidance/plan-making#covid19 which make temporary changes to how Councils should make local plan documents available. The Inspector will consider all submitted comments before finalising his report. You will be notified when his report is available and it will be posted on the Council website.

Suffolk Libraries have announced the opening of some libraries to provide a limited service from Monday 6th July. Please note that the limited nature of the service does not enable public viewing of consultation documents and therefore the alternative measures put in place for the Main Modifications consultation remain in place, as set out on the consultation pages.

Ipswich Borough Council have, on 10th June 2020, submitted the Ipswich Local Plan Review to the Secretary of State for examination.

Erratum added to the Track Changes Version of the Final Draft Local Plan (May 2020). This document was published for reference purposes alongside the consultation documents to highlight all of the main and additional modifications, and is document J65 in the Examination Document Library. Inset map on page 303 of the Track Changes Version (Policy SCLP12.29 South Saxmundham Garden Neighbourhood) has been corrected to show the proposed new map as contained on page 56 of the consultation document ‘Schedule of Proposed Policies Map Modifications (May 2020). The consultation document ‘Schedule of Proposed Policies Map Modifications (May 2020)’ is not affected.

The Government are encouraging local authorities to continue preparing their Local Plans. Having now responded to the issues raised in the Planning Inspector’s post Examination Hearings letter dated 31 January 2020, the Council will shortly be in a position to announce the timetable and arrangements for the consultation on the Inspector’s proposed Main Modifications to the Local Plan, taking into account the current Covid 19 restrictions relating to social distancing. The Council’s responses to the issues raised in the Inspector’s letter will be published, for information, alongside the consultation.
